Malta Permanent Residence Immigration
In August 2015, the Maltese government launched the Malta Residence and Visa Programme (MRVP), where applicants could obtain Malta permanent residence by purchasing €250,000 in Malta government bonds and holding them for five years. In November 2020, the Maltese government officially announced the renaming of MRVP to the Malta Permanent Residence Programme (MPRP), implemented on March 29, 2021. Government bonds were replaced by a government donation + rental/purchase model. The application threshold is lower, and the permanent residence attribute is more prominent. On July 22, 2025, the Maltese government issued new MPRP policies, including adjustments to government application fees and donations, allowing applicants to rent out properties, and applicants can apply for a one-year temporary residence card at the initial stage of application.

- Family Net Assets
- €500,000 including €150,000 liquid assets OR €650,000 including €75,000 liquid assets
- Investment Conditions
- Donate to the Maltese government, and simultaneously purchase or rent a property and maintain for 5 years

- (Main applicant + dependents + minor children) €60,000 government application fee + €37,000 government donation + €2,000 NGO donation = €99,000
- Purchase Requirement
- Minimum €375,000; can be used for short-term rental
- Rental Requirement
- Minimum €14,000/year rent; can be rented out after completing 5-year annual review
- Health Insurance
- Only need to purchase health insurance covering Malta with a minimum coverage of €100,000
